Highway 99E Pedestrian Accident Results in Fatality

Date: April 16, 2011
Location: Highway 99E South of Woodburn
Name: Susan Elizabeth Dorhman Larson, Robert Moore

Susan Elizabeth Dorhman Larson, age 56 of Woodburn, was struck and killed by a 2005 Dodge Neon driven by Robert Moore, also age 56 of Woodburn.

According to Oregon State Police news releases, at about 8:25pm on April 16 a southbound driver on Highway 99E near milepost 33 braked to avoid hitting a pedestrian who ran across the highway toward the west side shoulder in a dark, unlit area. Robert Moore, age 56 of Woodburn, was driving a 2005 Dodge Neon following behind the first driver and swerved toward the shoulder to avoid a rear-end collision and ended up striking the pedestrian.

Although LifeFlight responded, the female pedestrian died at the scene. Moore was uninjured.

There is no marked crosswalk where the collision occurred.

The Oregon Department of Transportation reported that this was the 18th pedestrian fatality so far this year compared to 20 during the same period last year.

We extend our sincere condolences to the family and friends of the woman who died in this tragic accident. Sudden loss of a loved one is always a painful experience. We wish them the very best in the difficult days ahead.

The law usually favors the pedestrian in traffic accidents. However, just like everything in the law, there are exceptions. If a pedestrian darts out unexpectedly into the street, or crosses in darkened conditions where it is difficult to be seen, the law may be on the side of the driver. Without further investigation, it is impossible to predict the outcome in this case.
