The requirement is distributed over a five-year period based on age:<\/p>\n<ul>\n<li>January 1, 2011 All New Riders 30 and under<\/li>\n<li>January 1, 2012 All New Riders 40 and under<\/li>\n<li>January 1, 2013 All New Riders 50 and under<\/li>\n<li>January 1, 2014 All New Riders 60 and under<\/li>\n<li>January 1, 2015 All New Riders of Any Age<\/li>\n<\/ul>\n<p>The National Highway Traffic Safety Administration (NHTSA) reports that in 2008, 5,290 motorcyclists died and 96,000 suffered injuries in accidents.
